The Al-Farabi Kazakh National University is the leading institution of the system of higher education of the Republic of Kazakhstan, which was the first to be granted State certification.

ALLIANCE FOR BUDGET TRANSPARENCY
The Alliance for Budget Transparency and Partners, founded in mid 2007, is a coalition of 16 Kyrgyz NGOs. These NGOs have joined hands and come under one banner to further their common goal, which is to improve the transparency and effectiveness of state and local budgets in Kyrgyzstan by involving citizens in the budget process. They have worked on different aspects of budget transparency and social accountability under small projects funded by DFID, Soros Foundation, UNDP and USAID.
ALMATY CITY BAR
The Almaty City Bar is the largest and most dynamic association of lawyers in Kazakhstan.
The Almaty City Bar is a key element in the system of legal aid in Kazakhstan and unites some of the most qualified and experienced specialists. Its lawyers provide quality legal assistance on all types of cases in almost all regions of Kazakhstan and abroad. Three lawyers, members of the Almaty City Bar were awarded the title of “best lawyer” in 2008, 2009 and 2010.
The Almaty City Bar publishes the magazine "Lawyers". More than 15 lawyers have higher academic degrees and titles, some of them conduct lectures in different Universities in Almaty.

BAR ASSOCIATION “SIPAR” OF THE REPUBLIC OF TAJIKISTAN
The Bar Association "Sipar" was created in 2009 following the reorganization of the Bar of the City of Dushanbe into the Bar Association of the Republic of Tajikistan "Sipar". Currently the Chairman of the Bar Association is Mr. Yorov Buzurgmekhr. The Board consists of 9 members, who meet at least once a month. More than 450 lawyers from all the regions of the country are members of this bar association. EURASIAN ECONOMIC COMMISSION (KAZAKHSTAN)
The Eurasian Economic Commission (EEC) is a permanent supranational regulatory body of the Customs Union and the Single Economic Space functioning since February 2, 2012.
The Eurasian Economic Commission is established to promote functioning and development of the Customs Union and the Single Economic Space, elaborate proposals for further development of integration.
There are three countries in the EEC: the Russian Federation, the Republic of Kazakhstan and the Republic of Belarus. The EEC is the supranational regulatory body, and the keystone of its activity are the interests of the Eurasian community as an integrative initiative where no national interests prevail over those of the community. Decisions of the Commission are binding within the territory of the Customs Union and the SES member-states. The EEC establishment keystone is the understanding that the three countries together will be able to both reduce negative effects of the global downturn, and to actively promote their interests in external markets. The Customs Union and the Single Economic Space are opened for accession of other states which share the goals of the union and are ready to assume reasonable obligations.
The EEC is actively involved in the international cooperation in order to promote the vision of the Eurasian Community and attract key partners from the European and Asia-Pacific regions into the integration processes.

The L.N. Gumilyov Eurasian National University, a recognized academic, research, social and cultural centre, was founded in 1996 by Presidential Decree.

The Fergana State University was founded in 1930 by the Council of People's Commissars of Uzbekistan as a Pedagogical Institute in Fergana. INSTITUTE FOR PUBLIC POLICY
The Institute for Public Policy (IPP) established in September 2005, is an independent analytical and research center dedicated to the promotion of public policies. It provides mechanisms for constructive interaction between governmental institutions, civil society, media and business structures.
IPP provide expertise to governmental and non-governmental organizations, but it is not being affiliated to any political party. Also, it brings together representatives of the government, opposition, civil society and the media in a format that meets the interests of all parties. IPP activities are result-oriented. In addition to monitoring political events and problem analysis, the Institute is developing specific recommendations for stakeholders.

JUDICIAL TRAINING CENTER OF TAJIKISTAN
The Judicial Training Center under the Council of Justice of the Republic of Tajikistan was created in 2004. Its infrastructure enable conducting training and accommodating trainees. It provides initial and on-going training to judges but also to members of other professions such as enforcement officers. The Judicial Training Center has developed a number of training programmes to improve the skills of judges, in cooperation with foreign donors, including the EU. Training programmes cover a large range of topics: criminal law, criminal procedural law, administrative procedural law, but also: traffic of human beings, gender policy, traffic of narcotics, fight against terrorism, etc. Programmes include strengthening of legislative and judicial practices, training of trainers, case studies.
The Rule of Law Platform, the Judicial Training Center of Tajikistan have co-organised a training workshop on administrative law (Rami Gorge, 13-14.08.2013), a training workshop on particularities of criminal justice (10-11.09.2013), a training workshop on the initial training for development of the professional skills of enforcement agents (11-15.11.2013).

JUDICIAL TRAINING CENTER UNDER THE SUPREME COURT OF THE KYRGYZ REPUBLIC

KAZAKHSTAN INTERNATIONAL BUREAU FOR HUMAN RIGHTS AND RULE OF LAW
The Kazakhstan International Bureau for Human Rights and Rule of Law is a non-governmental and non-profit organization established in February 1993. Currently, the Bureau consists of two centers: the Human Rights Protection Center, working on an analysis of legislation, consultations on human rights, development of human rights programs, and the Informational-educational Centre, focusing on development and implementation of educational programs and informational campaigns, providing information support to the Bureau’s work and programs. The head office of the organization is located in Almaty. The Bureau has 9 branches and 2 representative offices. The director of the organization since its establishment was Eugene Zhovtis, after his imprisonment in September 2009, Rosa Akylbekova had been appointed as Acting Director.
Mission: Working in all regions of Kazakhstan, the Kazakhstan International Bureau for Human Rights and Rule of Law promotes observance of civil and political rights and freedoms and the development of civil society through human rights education, collection and dissemination of information, advocacy, analysis of legislation and lobbying for its alignment with international standards.

he Kyrgyz-Russian Slavic University was founded in 1993 by the Treaty of Friendship, Cooperation and Mutual Assistance between the Kyrgyz Republic and the Russian Federation (signed on 10.06.1992, Moscow, Russia).
In 2004, the university received the name of the First President of Russian Federation Boris Nikolayevich Yeltsin. Since its establishment, the university has been cooperating with the Yeltsin Foundation that remains a trusted partner up to the present day. The Foundation has been providing financial support to the university such as grants to the 50 best students, provision with modern learning equipments as well as financial support with the Internet access of the whole university. LAWYER’S TRAINING CENTER UNDER THE MINISTRY OF JUSTICE OF THE REPUBLIC OF UZBEKISTAN
The Lawyers' Training Center under the Ministry of Justice of the Republic of Uzbekistan was created by Presidental Decree in 1997. The main goal of the Center is to provide qualified personnel to the government and the law enforcement organs, trained with modern techniques, to improve the professional training and retraining of law professionals as well as to raise the degree of scientific researches in the legal area.
The main tasks and activities of the Centre include:- to retrain and train law personnel in the sphere of justice, judiciary, prosecution, legal services, advocacy and the State management officials; - to carry out scientific research in the field of law, develop proposals to improve personnel policy among lawyers; - to develop relationships with international organizations and foreign States to further the preparation of legal personnel and their training; - to select highly skilled legal personnel for leadership among the officials of law enforcement organs and retrain them; - to train law professors and teachers of republican higher and secondary special educational colleges, institutes and universities. The Center has the status of an independent organizational, methodical institution under the Ministry of Justice. The Public Foundation "Training Center of lawyers" (Training Center) was created by leading legal organizations in Kyrgyzstan. Il unites a large number of legal specialists, lawyers and other members of the legal profession. The Training Center was registered in the Ministry of Justice of the Kyrgyz Republic in December, 2008. Training Center gathers all law-related profession (practicing lawyers, judges and others). LEGAL POLICY RESEARCH CENTRE
The Legal Policy Research Centre (LPRC) is an independent think tank established in 2008 and based in Almaty, Kazakhstan. The LPRC conducts policy research, proposes alternative policy solutions, and provides resources and support to policy makers and researchers.
Specifically, LPRC evaluates programs and pilot projects to inform policy debates, promotes open dialogue, identifies and creates effective instruments of interaction with political and business elites aimed at promotion of the rule of law and liberal values and supports strengthening the role of the expert community in informing policy debates and influencing legal policy.
NATIONAL CENTER OF LEGISLATION UNDER THE PRESIDENT OF THE REPUBLIC OF TAJIKISTAN
The National Centre of Legislation under the Auspices of the President of the Republic of Tajikistan was established by Presidential Decree No. 637 of March 17, 2009. The Centre is a research and analytical public institution performing methodic organizing and guidance of the preparation of drafts of legal acts. It is responsible for the elaboration of drafts of laws and other legal normative acts, concepts on improvement of the legislation as well as for the systematization and analysis of the legislation in force, prediction of the efficiency of the adopted laws, scientific research in the field of law and training of scientists of higher level of proficiency.
The major lines of Center’s activities are the systematization and analysis of the existing legislation of the Republic of Tajikistan for the compliance with the modern requirements, development of recommendations and suggestions on the improvement of the legislation, anti-corruption examination of drafts of legal acts.
The creativity and experience of the Center’s personnel allows the Center to contribute to the legislative process by means of participation in the elaboration of drafts of laws and other normative acts. Fifty percent of the Center’s personnel are scientific researcher including 2 Doctors in Law, 10 Candidates in Law, 12 post-graduate students.

The National University of Uzbekistan named after Mirzo Ulugbek is the oldest high school in Uzbekistan. Officially the University was established in 1918.

NGO BUREAU ON HUMAN RIGHTS AND RULE OF LAW
The Tajik International Bureau for Human Rights and Rule of Law is an independent public organization, in which work independent lawyers, journalists, lecturers on law issues and student-volunteers to promote the values of human rights and their protection in Tajikistan.

NGO DIGNITY (KADYR-KASSIYET)
"Kadyr-Kassiyet" in the Kazakh language means "dignity". The NGO "Kadyr-Kassyet", established on September 1, 2010, provides consulting and evaluation of legislation of the Republic of Kazakhstan on human rights in compliance with international legal documents, conducts monitoring, studies dynamics and development of democratic civil society in the Republic of Kazakhstan.

The NGO Human Rights Center (HRC) was established in 1997 in Dushanbe. HRC aims to help Tajikistan build a state governed by rule of law by raising legal awareness among the people, and improving the protection of human rights based on international and national human rights standards.

NGO LEAGUE OF WOMEN LAWYERS OF THE REPUBLIC OF TAJIKISTAN
The League of Women Lawyers of Tajikistan aims at improving the legal consciousness of citizens of the Republic of Tajikistan, the protection of civil, social, economic and cultural rights of women in Tajikistan, gender equality, improving women's status in society lawyer, as well as assisting in the preparation of legal training among young girls.
The League was created to fulfill and protect the civil and social rights and freedoms of citizens participating in the creation of a sovereign, democratic, secular and unitary state of Tajikistan, through the coordination and implementation of programs and projects aimed at achieving social development, equal access to opportunities for men and women in all spheres of activity, reducing violence against women and assistance to vulnerable populations and risk groups in Tajikistan.
The League of Women Lawyers of the Republic of Tajikistan has 6 branches in the country, in Dushanbe, in Districts (Rasht) in the region of Sogdiyskaya (Khudjand, Aini), in Khatlon province (Kurgan-Tube, Rumi, Kabadien). NGO NOTA BENE
The organization Nota Bene was established in December 2009. It is one of the first human rights and democracy think tanks in Tajikistan. The organization works to promote human rights and the development of civil society in Tajikistan. It monitors the human rights situation in Tajikistan, prepares analytical reports and documents directed at international and regional human rights bodies (such as, the UN, the Council of Europe, the OSCE), and reviews national legislation with the aim of bringing it into conformity with international human rights standards. NGO REGIONAL DIALOGUE
Regional Dialogue (RD) is an independent organization, which promotes understanding between people and regions. With a specific focus on Central Asia, its work aims to promote the exchange of knowledge, ideas and experience with the intention to foster understanding.
Regional Dialogue was set up at the end of 2008 in Slovenia. In 2010 RD commenced a capacity building project entitled Human Rights Dialogue in Uzbekistan. RD branch office in Uzbekistan opened in March 2011.
Regional Dialogue has since implemented several project activities, working with mahallas, with women groups, with civil society and nongovernmental organizations, and with government institutions from area of judiciary and human rights protection.

Penal Reform International (PRI) is a global non-governmental organization working in different countries. PRI is working on the creation and promotion of new concepts and norms in the area of prison reform and penalties, based on national specificities.
PRI has been working in the Central Asia region since 2001. The Astana office currently manages programmes in Kazakhstan, Tajikistan and Kyrgyzstan and maintains links with partners in Uzbekistan.
Current work focuses on legislative reform in Kazakhstan, torture prevention, particularly on improving independent public oversight of places of detention, and supporting the reintegration of prisoners into society.

Then, they participated as research scholars to a research seminar at the Max Planck Institute of Public Law and International Law in Heidelberg, Germany, from July 22-August 10, 2013.

RUSSIAN-TAJIK SLAVONIC UNIVERSITY
Founded in 1996 Russian-Tajik Slavonic University is the first and the only intergovernmental university of the Republic of Tajikistan and the Russian Federation and has the status of public universities of both countries. The University was established by decree of the Government of Tajikistan and the Intergovernmental Agreement between the Russian Federation and the Republic of Tajikistan. The Samarkand State University is recognized as a leading scientific and cultural center worldwild. SamSU is one of the oldest and largest higher educational institutions in Uzbekistan.

TAJIK NATIONAL UNIVERSITY LAW FACULTY
The Law Faculty is one of the oldest Faculties of the Tajik National University, which was established in 1949. It is the only scientific institution with the legal profile that prepares highly qualified professionals for judicial bodies, prosecutors’ offices and other national and foreign law enforcement agencies. To date, more than 100 teachers, among them 8 doctors of science-professors, 2 academicians of the Academy of Sciences of the Republic of Tajikistan, 44 associate professors. TAJIK STATE UNIVERSITY OF COMMERCE
Tajik State University of Commerce was created on June 24, 1987 by the Resolution of the Council of Ministers as a Branch of the Novosibirsk Institute of Soviet Cooperative Commerce in Dushanbe. Today the university is the only specialized economic institution in the country with a single continuous multi-level training and development specialists for services industries and scientific-pedagogical personnel. TASHKENT STATE LAW INSTITUTE
The Tashkent State Institute of Law was created by decree in 1991 on the basis of the Faculty of Law TashSU which was placed under the authority of the Ministry of Justice of the Republic of Uzbekistan.
Courses are taught in Uzbek and Russian languages. The TSLI faculty consists of more than 200 teachers and professors. The Institute publishes a scientific journal "Vestnik TSIL" in the Russian and Uzbek languages.
Over the past ten years the faculty of the Institute has prepared 26 comments to Codes and Laws of RU. Leading scientists of the TSIL take part in the scientific, expert and advisory boards of several Government agencies: the Constitutional Court, the Supreme Court, the Supreme Economic Court, the Ministry of Justice of the RU, the Institute of Monitoring of Current Legislation under the President of RU. The Institute has masters and doctorate programs in areas including State law and governance, business law, civil law, criminal law and international law.

UNIVERSITY OF WORLD ECONOMY AND DIPLOMACY (UZBEKISTAN)
